Background The Health Systems Strengthening Project aims to enhance health facility data quality through regular Data Quality Assessments (DQAs). Accurate and systematic sampling of health facilities is critical for the success of these DQAs. The current process used by the National Malaria Elimination Programme for health facility sampling has been in use for over five years and requires a detailed review to identify gaps, challenges, and areas for improvement. Additionally, there is a need to finalize the randomizer tool used for facility sampling and develop a comprehensive user guide to ensure standardized usage across all relevant stakeholders. 2. Objective The objective of this consultancy is two-fold: Conduct a thorough review of the current health facility sampling process used by the National Malaria Elimination Programme for DQAs. To conduct a three-day workshop with stakeholders to review and finalize the current randomizer tool, ensuring it meets the programs needs. Development of user guide To conduct a two-day NTOT workshop with stakeholders to validate, disseminate the new RDQA health facility selection tool and user guide 3. Scope of Work The consultant will be responsible for the following tasks: 3.1 Desk Review
  • Conduct a thorough review of the current health facility sampling process used for DQAs.
  • Identify existing gaps, challenges, and potential areas for improvement.
  • Provide recommendations for optimizing the sampling process, including suggestions on how to enhance the accuracy, efficiency, and fairness of facility selection.
3.2 Workshop Facilitation
  • Plan and facilitate a three-day workshop with key malaria stakeholders to review and finalize the existing randomizer tool.
  • Guide discussions during the workshop to ensure that the tool meets all required technical standards and is aligned with program objectives.
  • Capture all inputs and feedback from the workshop participants.
  • Plan and facilitate a two-day NTOT workshop with stakeholders to validate, disseminate the new RDQA health facility selection tool and user guide
3.3 User Guide Development
  • Develop a comprehensive user guide for the finalized randomizer tool.
  • Ensure the guide is clear, concise, and provides step-by-step instructions for users at National, State and Local Government Areas level, including troubleshooting tips and FAQs.
4. Deliverables The consultant will deliver the following: A report summarizing the findings of the desk review, including identified gaps, challenges, areas for improvement, and specific recommendations. A finalized HFST tool based on inputs from the workshop. A user guide for the randomizer tool, designed for program staff and other stakeholders. 5. Timeline The assignment is expected to take a total of 30 working days, distributed as follows:
  • Desk Review: 5 days
  • Workshop Facilitation: 5 days
  • Tool Development and Update: 10 days
  • User Guide Development: 10 days
6. Qualifications The ideal consultant will possess the following qualifications:
  • Degree in public health, monitoring and evaluation, or a related field.
  • Demonstrated experience in health system strengthening, particularly in data quality assessments.
  • Proven expertise in developing tools and processes for health data management and facility sampling.
  • Strong facilitation skills with experience conducting workshops and stakeholder engagements.
  • Excellent written and oral communication skills.
  • Familiarity with engagement of Government stakeholders.
  • Previous work experience or similar roles with the National Malaria Elimination Programme will be an added advantage.

Duration and Location The consultancy will be completed over a total of 30-days stagnated period.
