Job Overview:
The Contract Manager for Operations and Maintenance (O&M) at a Refinery and Petrochemical Plant will be responsible for overseeing and managing contracts related to the plants operations and maintenance activities. This role involves ensuring that all contracts are in compliance with legal and regulatory requirements, monitoring performance, managing service providers, and working closely with internal teams to optimize plant efficiency. The Contract Manager will also support cost control, risk management, and contract negotiation processes.
Key Responsibilities:
Contract Management:
o Develop, review, negotiate, and execute contracts related to O&M activities within the refinery and petrochemical plant.
o Ensure contracts align with corporate objectives, operational goals, and compliance with relevant industry standards.
o Track and manage contract lifecycle, including renewals, amendments, and terminations.
o Manage disputes, claims, and changes in the scope of work.
o Coordinate with legal teams to ensure all contracts meet regulatory requirements.
Operational Oversight:
o Ensure that O&M contracts support effective, safe, and reliable plant operations.
o Work closely with plant management to monitor performance against contractual obligations.
o Ensure that service providers meet agreed-upon service levels, quality standards, and timelines.
o Facilitate regular performance reviews and audits of contractors, ensuring key performance indicators (KPIs) are met.
Risk Management:
o Identify, assess, and manage risks associated with O&M contracts and plant operations.
o Develop risk mitigation strategies and provide solutions to minimize operational downtime or service disruption.
o Address safety, compliance, environmental, and other regulatory risks in contract terms and execution.
Financial Management:
o Assist in budget preparation and cost control for contract-related activities.
o Monitor expenditures and ensure adherence to financial terms and budgets in O&M contracts.
o Prepare regular financial reports and analyses on contract performance and operational costs.
o Negotiate cost-saving opportunities and explore alternatives for improving operational efficiency.
Vendor & Stakeholder Management:
o Build and maintain strong working relationships with contractors, suppliers, and service providers.
o Conduct regular performance evaluations to ensure quality service delivery and cost-effective solutions.
o Manage communication between various stakeholders (internal teams, contractors, regulatory authorities) to ensure smooth operations.
Compliance and Reporting:
o Ensure all O&M contracts comply with relevant local and international laws, regulations, and standards (e.g., environmental, health and safety, labor laws).
o Provide reports to senior management on contract performance, risk status, and key issues requiring attention.
o Ensure timely submission of required regulatory documentation and reporting.
Continuous Improvement:
o Drive continuous improvement initiatives related to O&M contracting processes and operational efficiency.
o Implement best practices in contract management and operational procedures to enhance performance.
o Lead training initiatives for internal teams on contract management processes and best practices.
Qualifications:
- Bachelors degree in Engineering, Business Administration, Law, or a related field (Masters degree preferred).
- Minimum of 10 years of experience in contract management, particularly in the oil & gas, petrochemical, or refining industry.
- In-depth understanding of the operations and maintenance processes in refinery and petrochemical plants.
- Strong knowledge of legal and regulatory frameworks relevant to refinery/petrochemical operations.
- Proven experience in contract negotiation, administration, and dispute resolution.
- Strong financial acumen, with the ability to manage budgets and cost controls.
- Ability to manage multiple contracts and projects simultaneously.
- Strong communication, interpersonal, and negotiation skills.
- Familiarity with health, safety, environmental, and quality standards.
- Proficiency in MS Office Suite and contract management software.
