JJob Summary:

The Marine Cargo Surveyor within the oil refinery company shall play a critical role in overseeing the safe and compliant transportation of oil and related products via sea. This role includes inspecting, verifying, and documenting the condition of cargo—such as crude oil, refined petroleum products, and chemicals—before, during, and after transport. The Marine Cargo Surveyor ensures adherence to shipping and safety regulations, assesses risks, monitors cargo handling procedures, and provides comprehensive reporting on any damages, discrepancies, or potential hazards associated with marine transport. Their work is vital to ensuring that cargo is transported efficiently and safely, minimizing risk for the company and its stakeholders.

Key Responsibilities:

1. Cargo Inspection & Surveying:

o Inspect all oil and petroleum-based cargo, including crude oil, refined products (e.g., gasoline, diesel), and petrochemicals, before, during, and after transport.

o Verify the correct quantity, quality, and condition of the cargo, assessing any potential risks, such as leaks or contamination.

o Ensure compliance with international and local regulations such as SOLAS, MARPOL, the International Safety Guide for Oil Tankers and Terminals (ISGOTT), and industry-specific safety standards.

o Monitor the loading, unloading, and stowage of cargo on vessels, ensuring adherence to company policies, safety protocols, and environmental standards.

2. Documentation & Reporting:

o Prepare detailed inspection and survey reports, documenting the condition of cargo and equipment, and recording any discrepancies, damage, or non- compliance.

o Provide clear and accurate reports to stakeholders, including refinery managers, operations teams, shipping companies, and regulatory authorities.

o Ensure that all relevant documentation, such as Bills of Lading, Certificates of Quantity and Quality, and inspection forms, is accurately completed and submitted in a timely manner.

3. Risk Management & Safety:

o Identify and evaluate potential risks related to cargo transportation, including environmental, health, and safety hazards.

o Conduct risk assessments and implement measures to minimize the risk of spills, contamination, or damage to the cargo during transport and storage.

4. Compliance & Regulatory Monitoring:

o Provide guidance and mentorship to junior surveyors and other members of the marine operations team.

Required Educational Qualifications:

· Bachelors Degree in Marine Engineering, Petroleum Engineering, Naval Architecture, Maritime Studies, or a related field.

o Coursework in maritime law, petroleum transport, logistics, and risk management is preferred. OR Diploma or Certification from an accredited institution in Marine Cargo Surveying or related fields.

Required Professional Qualifications & Experience:

· Experience: A minimum of 5-8 years of experience as a Marine Cargo Surveyor, preferably within the oil and gas, petrochemical, or marine shipping industries.

o Proven experience with oil tankers, bulk carriers, or chemical cargoes, including inspection, loading, unloading, and transport procedures.

o In-depth understanding of oil cargo handling and the specific regulatory requirements for petroleum product transportation.

· Certifications:

o Marine Cargo Surveyor Certification from a recognized professional body (e.g., Institute of Chartered Shipbrokers, International Institute of Marine Surveying).

o Additional certifications related to hazardous materials, oil spill response, and marine safety (e.g., STCW, ISGOTT, MARPOL).

o Health and Safety Certifications (e.g., NEBOSH, OSHA, or similar) are highly desirable.

Knowledge:
